KONSEP GOOD GOVERNANCE BERBASIS MAQASHID SYARIAH DALAM ADMINISTRASI PUBLIK INDONESIA

Abstract: This study is situated within the field of public administration and focuses on developing a maqashid sharia-based good governance model as an alternative approach to improving the quality of governance in Indonesia. The main problem addressed in this study is the dominance of technocratic approaches in good governance practices that have not fully addressed issues of ethics, integrity, and public trust. This study aims to formulate a conceptual model integrating the principles of good governance and maqashid sharia in public administration in Indonesia. The research employs a descriptive qualitative approach using library research through the analysis of scientific journals and relevant academic sources published over the last ten years. Data analysis was conducted through reduction, categorization, and literature synthesis. The findings show that the value-based governance model integrates the principles of transparency, accountability, participation, justice, and public welfare orientation in governance practices. The study also finds that maqashid sharia functions as a normative foundation that provides ethical direction in public policy formulation and offers an alternative approach to bureaucratic reform oriented toward public welfare.
